Wesley Dale Morgan vanished from his family’s front porch at their rented home located on US Highway 63 near the Bluff Creek community in Clinton, Louisiana, on March 14, 1999. Wesley lived in this house with his mother, Ruby Renee Havard, and her former boyfriend Burnell Hilton Jr. At that time, his father, Dewey Morgan, maintained a separate residence in Clinton. According to Ruby’s statement, Wesley spent time playing with puppies on the porch at around 9:45 a.m. until she left him alone for five minutes to make lunch, and he had disappeared when she returned. The search efforts involved Louisiana National Guard helicopter thermal imaging and dogs, but they did not locate any clues. The governor activated a state of emergency to finance the aerial search operation because of its vital scale. The search operation involved police units from multiple areas, including the Clinton Police Department and Louisiana State Police and eventually the FBI. A 5-mile wooded area surrounding the house became a focus for search operations which included thermal imaging, cadaver dogs, helicopters, and roadblocks for questioning drivers. The extensive search operations failed to produce any signs of Wesley’s current location. The FBI’s New Orleans and Baton Rouge divisions established a joint Child Abduction Rapid Deployment team in 2016 to re-examine the case using new missing children technologies, yet no new evidence emerged. The investigation of Ruby Renee Havard stands as a major point of interest in this case. Police questioned Ruby multiple times after Wesley disappeared, while investigators have suggested different possibilities about her involvement, including illegal adoption and sale. The article reports about a dismissed charge against Harvard for baby-selling, which did not connect to Wesley’s disappearance yet created public speculation. Her attorney, Rhonda Covington, stated there was no evidence showing Harvard sold Wesley, although this matter remains in dispute because of the lack of charges and continuous speculation. Public media speculation produced theories about kidnapping or murder. The National Center for Missing & Exploited Children and other organizations have distributed Wesley’s age-progressed images to show his possible appearance at ages 12, 15 and future years.
